Virgil A. Sanchez, PE

Virgil has over twenty five years of land development and construction experience. Virgil spent his first two years working for a civil engineering consulting firm in Omaha, Nebraska. He has since worked in Colorado Springs, Colorado since 1997. His experience is predominately land development civil engineering, in all realms of the business, from due diligence, land surveys, drainage, utilities, roads, construction staking, etc… Virgil has assisted in land planning and civil engineering for small and large residential developments ranging from one acre to 2,500 acres. Virgil has taken projects from raw land, annexations, to construction staking for the final product. The range of projects have consisted in public and private; commercial, residential, and public improvement projects. Virgil became an engineering manager at 28 years of age, president of a company at 32 years, and owned his own business at 35 years of age. In the number of years he has hired and managed several employees to conduct engineering and surveying services to meet the needs for dozens of clients.

Darin Moffett, P.E.

Vice President

Darin, a Vice President with MS Civil Consultants, has fifteen years of professional experience in providing engineering project management and consulting within the States of Colorado and New Mexico.  His experience includes: highway/roadway, utility, and stormwater infrastructure design and drainage analysis for various municipalities, large master planned communities, school campuses, and both commercial and industrial developments.  Mr. Moffett has coordinated and prepared and FEMA CLOMR/LOMR requests and is particularly skillful in the analysis and design of above and below ground stormwater detention facilities, and other innovative drainage and water quality treatment systems designed to comply with local, regional and federal water quality standards.   He received his B.S. in Civil engineering with honors from the University of Wyoming and currently serves on the City of Colorado Springs Drainage Board.

Georgianne Willard

Has over two decades of progressive experience in civil engineering, land development, and land surveying, ranging in locations from Arizona, Washington to Colorado. She is a skilled Project Manager and Project Designer with CAD design, plan preparation and quality control across diverse infrastructure projects spanning from utility services, roadways, commercial sites, drainage and grading, storm sewer, and water and wastewater systems. She is experienced in creating and planning development for various types of community developments to include residential sites, multi-family communities, commercial projects and large community master plans.

Vernon P. Taylor

Vernon has thirty-five years experience as a licensed professional land surveyor in Colorado. He also has experience in Connecticut, Virginia, Maryland, Washington D.C. and Rhode Island. His area of expertise includes Boundary Surveys, ALTA/ACSM Land Title Surveys, Topographic Surveys, and Construction Surveying. Some major projects Vernon has participated in are Washington D.C. Metro Subway System, Providence R.I. River Relocation and Park, Colorado Springs Airport and many private and public projects.

Eugene Tellez

Project Manager

Eugene has twenty two years of land development and construction experience.  Eugene spent his first twelve years (1998-2010) working for several civil engineering consulting firms within the Colorado Springs and Denver metro area.  Followed by four years (2010-2014) working on a military base in the middle east, Doha, Qatar. He has since worked in Colorado Springs, Colorado since 2014.  His experience is predominantly land development civil engineering in drainage, utilities, roads, design build and construction.  The range of projects have consisted in public and private; commercial, residential, and public improvement projects.
